This symposium explores historical and contemporary legal issues of educational equity in Pennsylvania. The “Keystone State” reflects important national trends, such as a growing Hispanic population, and challenges, including a history of segregation. After considering recent demographic shifts in the state, we examine three case studies. An investigation of Hazleton, PA demonstrates how one community is responding to rapid demographic changes. The history of the desegregation battle in Philadelphia highlights some key limitations of the courts, while an analysis of district consolidation in metropolitan Pittsburgh suggests possible solutions to segregation. Finally, we consider the enforcement of civil rights law in Pennsylvania. The variety of theoretical perspectives presented here will help participants appreciate complex issues of educational equity across the nation.
