This panel seeks to engage the issue of policing, political persecution, surveillance, and censorship in Imperial Russia from the reign of Emperor Paul, in the twilight of the 18th century, to the fall of the Russian Empire in 1917. The papers will explore mechanisms of observation and regulation and their concomitant effects on shaping political and cultural life in Imperial Russia.
