The purpose of this case study is to describe the various issues and challenges faced by the Federal Deposit Insurance Corporation (FDIC) during its Central Data Repository (CDR) Modernization Project. Despite the significant academic research conducted on the Security and Exchange Commission’s (SEC) eXtensible Business Reporting Language (XBRL) mandate, there is a paucity of research explaining the United States’ first regulatory XBRL implementation and development. In addition to being the first known US government agency to implement XBRL, the FDIC case is prominent, because it is the first US development of Inline XBRL.
This case study incorporates a semi-structured phone interview methodology to: examine the FDIC’s motivation behind the CDR Project; explain the new XBRL usage and functionalities in Call Reports and Uniform Bank Performance Reports (UBPR); and analyze the issues, challenges and lessons learned from the FDIC’s XBRL implementation. Additionally, this study explores the roles of the stakeholders and presents future XBRL applications. The findings add to the extant regulatory XBRL adoption and implementation literature.
