When engaging in workplace learning, learners pursue different learning goals that are influenced by at least two stakeholders: the learner and the organization. Recommender systems for workplace learning offer benefits by tailoring the selection of learning activities to respective learning goals. We conducted a systematic review to develop a taxonomy of workplace learning goals for multi-stakeholder recommender systems. Five categories of workplace learning goals are identified and their implications for recommender systems are discussed.
