This study analyzed the needs of citizens for educational services at lifelong education institutions(Incheon Citizens' College) affiliated with local(Incheon) universities in Korea. This study employed the 'SERVQUAL' measurement to understand ICC’s educational service needs. This paper is significant in examining needs from a relational and structural perspective through social network analysis.
