Centralization and Decentralization in Real Time: The Interactions of High School and District-Level Reform

Abstract

This paper explores two main questions: How, and to what extent, is high school reform for more equitable student outcomes advanced by the interactions of individual schools and the district? What is the nature of the interactions that contribute to more, or less, success? Based on a study of a mid-sized urban system that is implementing a five-year, smaller learning communities grant, the study investigates the complicated interplay of strong district leadership and ongoing school-level involvement in capacity building for improvement.
