Abstract

Both school leadership and the teacher evaluation system are necessary components for qualitative teacher evaluation in schools. However, more empirical research is needed to identify the exact characteristics of the teacher evaluation system and the school leader that stimulate positive outcomes in teacher evaluation, such as professional learning activities.
This research puts forward a complex research model which takes into account important control variables and feedback reactions of teachers. Our results indicate that both the school leader and the teacher evaluation system can influence reactions of teachers to their evaluation and their willingness to undertake professional learning activities. The results demonstrate both the complexity and the possibilities of teacher evaluation.
