The study shows the extent to which degree-granting for-profit institutions have penetrated the higher education market within states varies considerably. It also shows that while public tuition and fees are positively related to higher for-profit institution enrollment shares in degree-granting institutions within states, states’ inclusion of for-profit institutions in their state need-based grant programs do not impact for-profit enrollment share. This study also discusses the treatment of online enrollments when doing state-level analysis of enrollments in higher education using the Integrated Postsecondary Education Data System (IPEDS) are the data source.
