Beyond “Leagues Tables” When Person Heterogeneity Matters: Insights From the International Civic and Citizenship Education Study

Abstract

This paper was based on the International Civic and Citizenship Education Study (ICCS). Further from producing a traditional ranking score for each country, this paper argues that the unobserved heterogeneity in the sample should be considered. We analyze students’ “political trust” from five Asian societies. By “unmixing” the unobserved sub-populations who have different profiles of trust levels within a society and across societies, the author concluded it should be noticed that these unobserved heterogeneity within a sample may be very important to identify especially when they represent a sizable proportion of the sample. Properly revealed, heterogeneity may uncover the diversity of views of students within in a population so that realistic assessments of students’ citizenship attitudes can be made.
