Financing Education: A Survey of Finance Policies and Programs Across the 50 States

Abstract

This research examined state finance policies across the fifty states for 2011, using survey methodology. Data were received on all fifty states and included information on the major apportionment system, funding for special populations and school districts, transportation, tax and revenue data. Results indicated most states are using foundation programs but several states have now based the state support level on a rational method rather than the amount of funding available. Other data showed interesting results that may be of interest to states as they seek to change their funding policies and scholars as they examine optimum distribution methods.
