This is a working paper on the effectiveness of an online English Language Learning project between two colleges in the United States and China. Study employed a quasi-experimental research design that utilized non-equivalent groups. The treatment group of 25 randomly selected Chinese students received a 10-week online educational program that included synchronous video conferencing with America peers. Each group was pre and post tested on their oratory English skills. Statistical analysis of project examined results from the pre and post assessment to determine the effect of the treatment. Significance of possible findings could include the improvement of standardized test performance for Chinese English language learners and a constructive cost effective method to teach conversational English through a distance learning model.
