In Roundtable Session: Policy Issues Related to Teacher Effectiveness
This study examined performance-based teacher evaluation systems in a subset of states that have implemented models aligned with a set of criteria based on the RTTT grant guidelines as well as compatible with definitions from key literature, which call for multiple measures. A review of all states identified five states that met a revised set of criteria that excluded student growth data as no states were found to be using this data in 2010-11. Five states met the criteria: Delaware, Georgia, North Carolina, Tennessee and Texas. These states used similar types of measures and also excluded the same types of measures. Analysis of evaluation rubrics uncovered similarities in teaching standards that were most prevalent and least prevalent in these rubrics.
