While much of the disparity in resources stems from funding systems heavily reliant on local property taxes, allocation of resources from district central offices to schools also significantly influence opportunities for students. This paper examines intradistrict resource allocation and considers its implications for equity among students. Using data from the Allentown, Pennsylvania School District, I evaluate the extent to which district practices ensure equal educational opportunity by supporting adequacy (as measured by student academic outcomes) and by providing for students with additional needs (e.g., ELL, economically disadvantaged). Statistical methods are used to test equity among all elementary and middle schools in the district. Interviews with district administrators add context and provide rationale for resource allocation policies.
