Governing Israel’s Charter-Type Schools—Declared Policy and Applied Practice: Do We Know Enough?

Abstract

This paper presents the findings of a quantitative study focusing on the relations between declared educational policy and its applied practice in the field, in the case of charter-type schools and programs (CTS/CTP). These kinds of 'hybrid' public-privet schools are being denounced by Israel's declared education policy due to their privet characteristics. Our study found that in practice there is a considerable amount of CTP/CTS operating in the field. Moreover we discovered that in most cases these schools are not referred to, by those operating them, as hybrids, but solely as public or privet. We discus alternative theoretical explanations to these two alleged anomalies and to the implications they have for public education governance and for social justice.
