This paper provides a strategic overview of research on class size effects. It will argue that research has progressed in terms of two generations of research: research on effects on pupil attainment and research on classroom processes. Key conclusions about, and limitations of these two forms of research are presented. It is argued that much research has become sterile and there is an urgent need for a third generation of research which provides evidence on pedagogical changes needed to make class size reductions effective. The paper also comments on the largely non-theoretical nature of much research on class size and provides a new ‘social pedagogical’ approach to understanding class size effects.
