To Know Is Not Enough: The Transparency-Vaulted EVAAS (Education Value-Added Assessment System) Model and Its Impact on Teaching Practices

Abstract

No Child Left Behind and Race to the Top require states to measure teacher effectiveness using student achievement data. Many states struggling to develop models to hold teachers accountable are turning to off-the-shelf models such as the SAS Education Value-Added Assessment System (EVAAS) before fully realizing its intended and unintended consequences. EVAAS reports are supposed to help teachers more effectively design curricula, improve pedagogy, and ultimately use value-added data to increase the value they add to student learning. Researchers put this value-added theory to the test in one of the nation’s largest and highest needs school district, using EVAAS to holding teachers accountable. The realities of EVAAS are examined through experiences of those most impacted by the model, the teachers.
