Empirical Support for a Fidelity of Implementation Instrument Based on NCATE (National Council for Accreditation of Teacher Education) Professional Development School Standards: A New Online Instrument

Abstract

This presentation focuses on the administration of a new methodological approach for measuring fidelity of implementation in PDS schools using a 30-item instrument based on the NCATE PDS Standards. The early administrations within a 5-year, multisite study provided evidence that the NCATE PDS Standards were perceived by the study participants as being more present in Network for Enhancing Teacher Quality (NET-Q) schools (a particular type of PDS) than in matched Comparison Schools and provides evidence at the construct level for fidelity of implementation. The completed instrument is currently available for online administration nation-wide. For each of the five standards the reliabilities were at least .80 with some in the .90’s. Implications for future research, instrument dissemination, and discussion are presented.
