The Invisible Wall Between Schools: An Exploratory Report on Repeatedly Low-Performing Schools in the Chicago Public Schools

Abstract

Beyond the proportion of those schools that have not repeatedly made AYP, there is no information about the location of repeated underperforming Title I schools under the No Child Left Behind Act of 2001. Considering that most of the Title I schools are spatially clustered, the students at those schools can be in the double trouble with low SES and low test scores. Using the Geographic Information System, this analysis detects current trends of repeatedly low performing Title I schools focused mainly on the Chicago Public Schools. Mapping illustrates patterns that a number of repeated underperforming Title I schools placed already at risk form clusters in more deprived communities. Students in such schools can be isolated in many different ways.
