Is International Higher Education Moving Toward a Social Justice Model?

Abstract

The purpose of this paper is to compile a review of policy and research studies that explore how previous research has treated equity in access to higher education. In doing so, the researcher will build a conceptual model of how higher education opportunity has evolved in an international context. Questions addressed include how researchers and policymakers have viewed equity as it has evolved on the research and policy agenda in light of the global transformations taking place in higher education. The researcher will present a conceptual model of the evolution of a social justice framework in higher education access and equity policy.
