The dynamic model of educational effectiveness defines school factors associated with student outcomes. Emphasis is given to two main aspects of school policy which affect quality of teaching and learning: a) teaching, and b) school learning environment. This paper argues that we should investigate not only the school policy but also the actions of teachers in response to their school policy. The paper also presents the results of a study investigating the extent to which school policy in action should be treated as overarching school factor. The multidimensional approach to measure the school policy in action is supported and most of its dimensions were found to be associated with student achievement in mathematics. Implications for educational effectiveness research are drawn.
