How Labor Management Relationships Advance Reforms: Findings From 12 Districts

Abstract

Labor management relationships are typically viewed as obstacles to advancing reforms. However, the U.S. Department of Education, the American Association of School Administrators, the American Federation of Teachers, the Council of the Great City Schools, the Federal Mediation and Conciliation Service, the National Education Association, and the National School Boards Association identified 12 noteworthy school districts for the partnership of their district, board, and teacher organization. Case studies were developed and synthesized. Common structures, processes, knowledge, skills, and dispositions described by key leaders and substantiated by district data and documents are described in this synthesis of the case studies.
