This study explores the implementation of the Teacher Advancement Program (TAP) model used in Teacher Incentive Fund (TIF) grant sites. Using a framework of interactive factors, researchers utilized both quantitative and qualitative data from 27 schools in seven districts to find that there are a number of organizational and human factors which are linked to program success and positive growth in student achievement scores. Factors which shaped implementation and student outcomes include the campuses’ understanding and uniform execution of program parts, the grade level of students served, and the amount of campus and district support for the program. These findings illustrate under what contexts and conditions the policies are likely to be successful and inform future scale-up initiatives.
