College Markets by Race and Ethnicity in Texas: Accounting for Minority-Serving Institutions From Enrollment to Completion

Abstract

This paper analyzes the college enrollment and completion of five cohorts of underrepresented minority students in Texas, over time, in Texas’ Minority Serving Institution (MSI) sector with particular emphasis on Hispanic Serving Institutions and Historically Black Colleges and Universities, including 2- and 4-year institutions. Using confidential administrative data, we employ logistic and multinomial logistic regression techniques and find highly differentiated patterns across and within race in all of our models. Student outcomes at MSIs are lower than non-MSIs, controlling for selectivity, although the type of Black and Hispanic student enrolling in these institutions is considerably different than similar students enrolling at a a non-MSI. Implications for income and academic preparation within and between racial and ethnic groups are offered.
