The 21st Century Teaching and Learning with Technology program in Pennsylvania is a five-year, $200+ million initiative that creates technology-rich classrooms emphasizing a high school reform agenda based on the acquisition of 21st century skills. This paper, focuses on an outcome measure of increased student acquisition of 21st Century Skills. This paper considers to what degree teachers made efforts to foster 21st Century Skills. To date, few studies have systematically demonstrated variation in how teachers attend to 21st Century Skills over time in technologically rich classroom environments.
