Evaluating the Implementation of a Special Education Program at a Local Charter School

Abstract

Since first established in 1991, charter schools have gained much political support; however, this support differs greatly on the operational level, mainly due to the different capacities of public authorities that most charter schools rely on. As a result, no consistency has yet been achieved in the operations of charter schools across states, or even within a single state. The purpose of this study is to evaluate how the operational system is being implemented at Rochester Academy Charter School, focusing specifically on the special education services delivered through Rochester City School District. To meet this purpose, qualitative research methods will be utilized, including field observations, interviews and focus groups, and document review. The findings and possible suggestions will be discussed.
