Policy and practice have outpaced the science of value added measures in teacher preparation and evaluation. University-based research, development, implementation and evaluation of VAM are necessary for teacher education to exert influence in instructional, resource, and policy decision-making and to affect program improvement. Education scholars, practitioners, and policy-makers need to work together to develop measures to determine teacher and preparation program effectiveness; to develop the next generation of VAM’s that “drill down” performance on standardized tests to isolate relevant and important factors for improving teacher effectiveness. The primary purpose of this paper is to present the various dimensions of value added teacher preparation research in North Carolina as a response to policies for assessing teachers and teacher preparation programs.
