This longitudinal study uses two waves of the Schools and Staffing Survey (NCES: SASS: 1999/2007) to measure a national sample of US public school principals' instructional leadership changes caused by the first decade of accountability measures enacted under NCLB 2001. The study uses HLM to control for state-level policy factors, school level characteristics, and demographic contexts of school settings, measuring coupling behavior outcomes via Krug's (1992) five level domain of instructional leadership.
