A Study of Policy Implementation: An Analysis of the California Transfer Legislation, Senate Bill 1440

Abstract

Senate Bill 1440 (Padilla) establishes a transfer degree pathway between California community colleges and the CSU system. This paper focuses on the implementation of this new transfer legislation. I will begin by examining the intent and language of the bill. Next, I will analyze the extent to which the current process of implementation follows actual directives of the bill, and address possible mismatches. I will argue that difference in interpretation and divergence in expectations and values between the CSUs and CCCs will undermine the full implementation of SB 1440. The concerns that arise from the new transfer legislation are not just logistical (e.g. funding, capacity, curriculum design). There is contention over how the CSUs and CCCs construe SB 1440.
