This paper uses survey data collected from participants of a teacher professional development in thirteen countries to examine issues of how differing degrees of access to information and communications technology (ICT) infrastructure influences technology use with students. The role of student computer access is highlighted as an important contextual factor that impacts a teacher’s ability to integrate technology into his or her lesson. This paper suggests that flexibility of access is the key to integration rather than a single prescription such as the increasingly popular one to one laptop programs.
