Expanding Access to Algebra I in Middle School: A Policy Evaluation

Abstract

The purpose of this study was to evaluate a policy intervention aimed at increasing the percentage of middle school students taking Algebra I in a large southeastern school district. Using data on the projected success of students in Algebra I, this district expanded the pool of students taking Algebra I in grade 8 by 25% in a single year. Results showed a drop in grades and exam performance in the first year of implementation, although pass rates remained relatively high. Results also showed that schools increasing access to Algebra I the most showed the largest decreases in performance. Results are interpreted in terms of balancing student preparedness with the need for encouraging enrollment in higher-level mathematics courses.
