This ethnographic study explores the processes in which an urban teacher education community engages in designing a responsive, meaningful assessment system. The authors present the initial findings of an ethnographic study of an urban education and (a) define a framework for examining the culture of assessment within a setting engaged in teacher preparation; (b) identify the ways in which individuals in different roles in these settings experience and respond to the goals, activities, accomplishments and challenges of creating a culture of assessment; and (c) present ways in which teacher education can better shape and respond to accountability policies and efforts related to assessment and accreditation.
