Philip Kovacs (2010; Kovacs & Boyles, 2005) extends foregoing critiques by charting the role of think tanks and foundations, such as the Gates Foundation, in funding and advancing these reforms. Emphasis will be placed on foundation advocacy of school choice through charter school formation as well as antipathy to teachers unions and the use of philanthropic investment to shape education policy in its own philosophic image. Questions of democratic participation in education decision making will be central here.
