Abstract

Based on his extensive review of existing literature on the constitutive elements of portfolio school districts and attendant concerns, Kenneth Saltman (2007a, 2010b) raises questions regarding advocacy of this approach. Critical issues surrounding decentralization, school closures, private contracting, and test-based accountability will receive sharp attention. Case study evidence from various urban districts across the United States informs his commentary on the paucity of positive data to support these strategies.
