Abstract

Schools and districts using data for improvement is certainly an issue in the policy landscape. U.S. Secretary of Education Arne Duncan calls data “the driving force [behind education] reform” (Prabhu, 2009). However, for a variety of reasons, research suggests that there are significant challenges to using data to inform instruction. In this study, we explore how teachers employ a variety of frames to interpret student data. These frames suggest, among other things, additional categories of data may more richly inform teachers' practice.
