This paper examines a long-term impact of Michigan’s statewide system of support (SSOS) for Title I schools identified for in need of improvement. To draw a valid inference for the SSOS on student achievement, we first used a matching technique for identifying a similar set of schools that did not receive SSOS services as a matter of policy. Then based on the SSOS and matched comparison school sets, we designed an analysis model that allowed us to examine differential treatment effects by treatment dosage levels and years of participation. Finally, the study addresses theoretical and practical challenges of assessing the impact of school improvement programs on student achievement within a context of the Michigan’s school support system
