An Evaluation of Evidence to Support Valid Interpretations of a State’s Annual Student Growth Results

Abstract

Understanding how students grow in learning is perhaps the most important goal for any educational system. The purpose of this evaluation study is to apply an extension of Kane’s (1994) evaluation framework for use with student growth models using a case study from a Western state. Based on analysis of five years of longitudinal, state assessment data in Reading and Math for grades 3─8, student growth percentiles (Betebenner, 2009) were computed. Kane's (1994) framework with extension was then applied and validity evidence evaluated with the goal of refining the criteria and processes states use to interpret growth scores.
