Using Transformative Evaluation to Improve Education: An Ecologically Based Case Study of Sustainable Evaluation Use

Abstract

A paucity of systematic studies exists regarding transformative evaluation. This instrumental case study of a large federally funded K18 professional development partnership across five years and followed into a year of no-cost extension and a year of no external funding explores how a transformative evaluation paradigm evolved. Focusing on sustainability, results address the question: When evaluation capacity evolves organically, how do Cousins’ (2003) three dimensions of ownership, scope, and depth of participation shift after external funding ceases? A rubric for evaluating evaluation capacity building and use in transformative educational partnership programs reflects a synthesis of project learnings.
