What Does a District’s Commitment to “Inclusive Practices” Mean and How Does It Affect School Practices?

Abstract

This symposium addresses issues related to the conflicting visions, real and perceived constraints on innovation, and clarity of goals that shape enacted policy related to inclusive education for students with disabilities in six schools within a district that espouses inclusion as a goal. An analysis of a district’s vision and current demographic and performance contexts will be provided as a contextual frame for case studies of leadership for inclusive practice in three pairs of schools (two elementary, two middle, and two high). Cross-case analyses will describe the incongruence between visions of inclusion, communication of expectations, and allocation of resources at the district and building levels.
