Abstract

This session serves as the business meeting for the Education and Philanthropy SIG. In addition, the session will present the paper, Philanthropic Foundations, Public Policy, and Democratic Legitimacy. This paper discusses three recent innovations in education and the role of philanthropy. The innovations covered include: The Los Angeles Unified School District adopted a “value-added” approach to
teacher evaluations; the Washington, D.C. teachers’ union contract included a pilot program
instituting teacher merit pay; and the New York State Senate allowed New York City’s mayor to retain control of
the public schools.
