Abstract

Child care state subsidies were designed to facilitate low-income parents’ ability to maintain employment, access more child care options, especially more expensive, higher quality care. Higher quality care has been linked to improved cognitive and language development and pro-social behavior and skills. Until recently, researchers focused on families’ access to child care subsidies and parental employment maintenance. Largely ignored has been the effect of child care subsidies on young children and their development. This is an important issue that affects continuing state and federal level support. Information is needed on how families use these subsidies and the quality of care that families obtain.
