In spite of the potential power of survey data to influence data-driven decision-making in social science fields, the methods used to generate survey questions are only beginning to be understood by researchers. This review examines the techniques and challenges of employing mixed methods research designs to develop and validate survey instruments. Existing frameworks for survey development, the process of item development, and methods of integration of qualitative data in validity procedures are examined. Additionally, challenges presented by the time necessary to employ mixed methods in survey development are considered. This review concludes with a discussion of implications for future research, including the need for a more nuanced understanding of the role of qualitative data in generating survey questions.
