This paper presents findings from a case study of English Language Learners (ELLs) in Nevada with a focus on Clark County School District, which serves 78% of the state’s ELLs. As the first of its kind in Nevada - home to the nation’s highest density of ELLs (31%) - the study examined ELL enrollment levels and achievement outcomes to inform policy and leadership practice concerning the funding and implementation of ELL education in the state. Findings revealed a critical demand for ELL-related research in Nevada and other high-ELL-growth states and highlight opportunities for state and district leaders to play a true leadership role in the expansion of opportunity and equity for the nation’s ELL students.
