Creating a Citywide Network of Out-of-School Time Centers: An Evaluation of Philadelphia’s 21st-Century Community Learning Centers

Abstract

The paper examines the strengths, challenges and potential impact of 21st Century Community Learning Center programs across Philadelphia on student academic and behavioral outcomes. Using mixed methods, this research analyzes qualitative and quantitative data collected from multiple 21CCLC local providers across Philadelphia to explore how OST programs in a large, low income district contribute to positive outcomes for students. Findings from the study include: programs provided a meaningful amount of academic support, were beginning to link with schools; and for regular participants at elementary level, participation OST programs was associated with better academic and behavioral outcomes. This study adds to the research examining benefits of OST participation for students in high poverty, underperforming schools.
