This socio-legal (Ewick, Silbey, 1998) longitudinal (2000-2012) study analyzes the massive primary legislation on education policy in England. Through over 100 in-depth interviews with legislators and senior policymakers, this study inquires how this legislation played a role in regulating England’s school system. Findings show that policy bends towards a free-market policy that favors regulation as a sentinel for further distancing from commission and delivery of public education, rather than a tool for balancing these forces in favor of a more fair system of choice and distribution of the public good of education.
