This paper examines EU and post-socialist Eastern European countries’ policies for the integration of Roma minority peoples in education and other social institutions. Looking specifically at recent entrants into the EU, we analyze how these countries have translated and incorporated EU policy on the integration of Roma into national policies and programs. Focusing specifically on Foucault’s concept of ‘care of the self’ (1980), we will examine Roma’s agency in regard to their engagement in implementation of integrative social and educational policies and political representation. Ultimately, our findings may better inform the discourse on minority education and social policy development for stateless, marginalized groups on a global scale.
