A promising avenue for more tightly linking the work of researchers, practitioners, and other actors in the field of education - like development specialists – lies with the construction of collaborative improvement processes. This study seeks to describe one such effort, headed by the National Center on Scaling Up Effective Schools. Through construction of detailed case studies from rich data gathered in two large, urban school districts, we identify the successes and challenges experienced by the Center and its partners as they worked to build the capacity of district actors to design, develop, implement and, eventually, scale up educational innovations.
