Our paper adds to the theory on curriculum development by focusing on the role of students in curriculum as process. In past discourse, the curriculum itself has seldom been seen as a domain over which students can have a voice, ignoring a valuable connection between curriculum, citizenship and 21st century skills. Allowing students a significant role in decision-making in and negotiating their own education is an aspect of citizenship-as-practice. To that end we developed a set of skills-objectives to provide clarity in the assumption that student voice, participation and engagement have educational benefits for students.
