Institutions of Higher Education and School Partnerships: Training Career Changers to Become Special Educators

Abstract

The current state of special education teacher (SET) preparation indicates that shortages have not been filled. The demand for special educators has decreased. School districts reported during 2009-11 that they have eliminated many SET positions. Special education has long benefitted from federal and state resources intended to redress a SET shortage. If demand declines, it seems likely that such resources will be eliminated. SET preparation has reached a pivotal juncture. We need to evaluate effective teacher preparation practices. One particular practice, the partnering of school districts and institutions of higher education, for training career changers to become special educators should be evaluated. What components of the partnership work especially during economic hard times when districts do not have extra supports.
