Guaranteed Tuition Policies and State General Appropriations for Higher Education: A Difference-in-Difference Analysis

Abstract

This study considers the impact of state-level guaranteed tuition programs on state general appropriations for higher education. It uses a difference-in-difference methodology with a panel dataset of public four-year institutions from 2000-2010. Institutions in Illinois and Oklahoma experienced significant decreases in state appropriations following the introduction of guaranteed tuition laws.
