The importance of teacher quality for effective student learning has sparked renewed interest in assessing teacher performance. Two approaches to assess teacher performance are (1) the assessment of classroom practices based on professional standards and (2) teacher effect estimates based on students´ test scores. This research examines empirically to what extent the two teacher quality assessments measure the same underlying construct, what teacher characteristics are associated to better performance on these measures and whether any of these two assessments are effectively isolated from the effect of variables that are not under the direct control of the teacher but play an important role on student learning. The study uses hierarchical linear models and information from national and standardized assessments from Chile.
